missing dolby audio decoder premiere cc 2018

Any potential thoughts on a solution? If I can avoid buying Win10 tonight and formatting my hard drive tonight, I'd enjoy that immensely. In addition, I tried downgrading to a previous version, unfortunately with the same results. I called customer service, to which they basically told me I have to upgrade my OS- there's no other solution from Adobe due to some rights issues with the codec. On top of that, if you attempt to re-import the same clip, it comes in without audio. Basically, it kicks video clips offline, and if you attempt to re-link media, it just deletes the audio. I'm receiving numerous 'Missing Dolby Audio Decoder' errors in my projects. Much to my dismay (and my own fault for not doing enough research clearly) I learned that Premiere CC 2018 is not a huge fan of Windows 7, the OS I use. I decided to go for that sweet, sweet 2018 update too. Once the Preferences window pops up on the screen, click on the Media tab and then proceed. I got a weird error message prompting me to uninstall and reinstall Premiere. If you tried to import a video file into a project and the app notified you that it cannot import the file because there is no audio stream, you should head over to the Edit menu and select the Preferences Tab. It'll be done by Wednesday though, so I can re-install Windand provide some debug logs then if I can't find a solution in the mean-time.Today I had a bit of an Adobe disaster (sorry for the hyperbole). I can't provide any logs at the moment as I am back on (the working) 1709 in order to finish the project. This feels like something has been removed from Windby Microsoft, but if so what? Anything I can install?

I also tried Resolve 14.3 on again, and got the same results: perfect audio on 1709 and no AC3 audio with 1803. I tried clean installing Resolve 15 Beta 2 onto my upgraded Windows 1803, and clean installing Windthen installing Resolve 15 Beta 2 onto the clean installation. Upon re-opening my project I had no audio: the audio tracks were completely blank, and the debug logs filled with a message of 'unable to find audio codec' Having started the project, I upgraded to Windonce it was released.

When I opened a project I had been working on earlier today that has some. I initially started the project with Resolve 14.3, but switched to, and restarted with, Resolve 15 Beta 2. I just updated to the most recent version of Premiere: CC 2018 from Creative Cloud.

I started a project recently using AVCHD video with AC3 embedded audio.
